The Commission on Science and Technology for Development (CSTD) is a subsidiary of the United Nations Economic and Social Council (ECOSOC). It was set up to give advice to the UN General Assembly on science and technology issues, through analysis and appropriate policy recommendations. 

Under a mandate given by ECOSOC, CSTD has been serving as focal point in the follow-up to the outcomes of the World Summit on the information Society (WSIS) and has advised the Council thereon, including through the elaboration of recommendations to the Council aimed at furthering the implementation of the Summit outcomes.

The CSTD was also mandated to review the Internet Governance Forum (IGF) process and suggest improvements. A Working Group on Improvements to the Internet Governance Forum was set up in this regard, and a report recommending a number of action points for the IGF was delivered in 2012.

The Commission was also entrusted with the mandate to initiate discussions about enhanced cooperation in Internet governance. Its multistakeholder Working Group on Enhanced Cooperation, composed of representatives of 22 states and of the private sector, civil society, technical and academic communities, and intergovernmental and international organisations, met four times between 2013 and 2014. In December 2015, the UN General Assembly asked the chair of the CSTD to establish a new working group to develop recommendations on how to further implement enhanced cooperation, taking into consideration the work that has been done on this matter so far.  The group is to submit a report to the 21st session of the Commission on Science and Technology for Development for inclusion in the annual report of the CSTD to the ECOSOC, and will serve as an input to the regular reporting of the Secretary-General on WSIS implementation.

The UN Conference on Trade and Development (UNCTAD) is responsible for the substantive servicing of the Commission.
